    Reforming Europe can imply reforming the European Union only and not the EU member states. As the debt crisis and the search for growth are largely issues affecting the member states, helped on by the EU where it has the competence and the means, reforms should encompass both the Union and its member states.

    The key problem with the European Union is that it is not a political one. That is, their is no European Constitution, parliament, president, supreme court, etc. that make up the European government to which all member states are subordinate. This is the same problem that the original “Articles of Confederation” of the original American states had. The solution was a strong, central, Federal government. The EU will continue to suffer occasional crises like this latest one as long as this situation is allowed to continue.
